Despite the fact that countries transitioned to democracy, many citizens residing in peripheral regions continue to live under undemocratic rule. This book studies the existence of subnational undemocratic regimes (SURs) alongside national democratic regimes in Latin America. The book fundamentally challenges the assumption that there is one single pathway to subnational undemocratic regime (SUR) continuity within countries. It shows instead the existence of multiple, within-country, pathways that lead to SUR continuity. The study is premised on the notion that SURs within countries not only differ among each other but that they maintain different relations with the federal government, which is why they are reproduced differently. Using a multi-method approach, the book shows that, within-country, alternative trajectories of SUR continuity in Argentina and Mexico result first and foremost from the capacity (or lack thereof) of national incumbents to wield power over SURs and subnational autocrats.

This book applies competing definitions and conceptions of hegemony to various foreign policy initiatives and events during the administrations of George W. Bush and Barack H. Obama to test whether they manifest a decline in traditional United States dominance and leadership in the Western Hemisphere. In particular, the book examines the continued relevancy of the inter-American system, the failure to establish a Free Trade Area of the Americas (FTAA), and the stilborn Energy and Climate Partnership of the Americas (ECPA). It also discusses the implications of the People's Republic of China becoming a major trading partner and important source of financing and investment capital throughout Latin America and the Caribbean. The book provides critical reviews of Plan Colombia, the Merida Initiative, Pathways to Prosperity in the Americas, the Central American Regional Security Initiative (CARSI), the Caribbean Basin Security Initiative (CBSI), 100,000 Strong in the Americas, and the restoration of normal US diplomatic relations with Cuba.

Western responses to Russian disinformation have been weak and uncoordinated. Most democratic countries have relied on defensive measures, such as media literacy programs and pressure on social networks. The author proposes energetic new efforts to expose Russian narratives and to promote democratic values that many in the West have lost faith in. He finds many governments reluctant to take on Kremlin disinformation, for fear of retaliation or becoming 'propagandists' themselves. Focusing on Europe, Africa and Latin America, he proposes stepped-up government action - along with more support for the little-publicized army of non-government actors who are already at work confronting Russian trolls, exposing secret Russian operations and defending democracy. More government and private aid to these activists, and to journalists and fact-checkers in key areas, could be a significant counterweight to Russian operations. The author also calls for more Western messaging to Russia's own citizens.
